sorry for the very belated answer to this, got temporarily eaten by some other tasks that were delayed.

I think there is a process for it. The current process is, form -> support comm -> support comm puts it on the trello account -> AD&T says yay or nay reasons announced. The problem is most people don't know the trello board is public or that it even exists. (could be a good idea to link it from the form, if it is not done. I don't know) The support board can improve this somewhat, or make the discussion more public.

Again in some topics AD&T is okay at asking opinion, of other committees (although in some cases it should happen earlier. Also using more formal case study techniques as part of a formal design process can improve this process a lot.) but than unless a coder is personally interested in the issue it gets never gets done in practice.
